Delivering Better Value in SEND – Acceptance of Grant Allocation from the Department for Education

North Yorkshire Council has been participating in the Delivering Better Value in SEND programme, sponsored by the Department of Education through 2023. The programme, is intended to identify opportunities to improve outcomes for children and young people with SEND and support LAs in improving the financial sustainability of their high needs budgets. All participating LAs are entitled to apply for an implementation grant of up to £1 million to support the delivery of a change programme. A grant application of £1 million has been submitted – this will be assessed by the DfE, and at this stage we cannot say if the grant application will be successful. However, because the time availability to deploy the grant is restricted, we are planning for all eventualities – and this report will outline the considerations in whether North Yorkshire should accept the grant allocation, if such an offer is forthcoming

Housing Enforcement Policy

The report will set out the detail of the proposed NYC housing enforcement policy, which is required in order for us to deliver our statutory duties in relation to housing standards in the private sector.

 

In house with environmental health and enforcement officers across the legacy council areas who deliver the service, in addition to other environmental health colleagues regionally and nationally.

Consultation was undertaken initially as part of the LGR work streams.
The policy has been developed based on the good practice of other authorities, through information sharing at regional and national meetings.
A housing enforcement workshop was utilised to discuss the key points of the policy amongst all staff delivering housing enforcement.
